What qualifies as a "Top Leader" ?  Being a unique lead that no other leader can match, being the best lead within that type and being a versatile leader. The best leaders in the game are leaders that boost ki, hp, atk and def all in one go. The more restricted the leader is the lower down the ranking system they go. The less restricted the leader the higher up the ranking system they go. All types beats Mono for over all flexibility of teams and use of the leader skill.

RANK - S (Ki and Stat Rainbow Lead)

Tier 1
Range of characters available for use are unrestricted. Can boost any color type making them the most versatile leader in the game. Example best use , Gotenks Dokkan event , you can bring LR Piccolo and Super Buu with full ki and stat boosts to dominate the event.

Tier 2
Range of characters available for use are split out to 50/50 with in their alliance to super or extreme cards. Keeping with in the alliance  restriction allows mostly for better linking any way. Can boost any colour type, making them just below the likes of the top rainbow lead.

Tier 4
Range of characters available for use are unrestricted. Can boost any color type making them similar to the top lead, but with a smaller percentage. Also nickamed "mini rainbow leads".

Can make any character a decent hitter with ki boosts , perfect for new players and leveling up new cards as the boost is not a percentage, allowing the new cards to deal some damage too. However since it is a flat boost they are often over shadowed by percentage leads.

Tier 1
Range of characters is restricted by categories only. Characters in the specific category are given a 150% boost to each stat, otherwise characters of the leader's type gain 50% to their stats.

Tier 1
Gives the most stat boosting percentage. Restricted to both colour and alliance type, giving a small boost to opposite types so to give your team some slight flexibility. To gain the leader skill boost your team mate must be awoken into Super or Extreme. Place above the TUR leaders just because of LR perks.

Tier 5
The ultimate mono leads , only restricted to mono teams colour. Dokkan awakening them from SSR makes them more cherish-able. The top row can be bought with "Super" Dragon stones. They are really good for type specific teams, outshone only by the LR leads.

The SSR leads , starting straight up with +3 ki boosts before Dokkan , stats boosts are very substantial compared to all other cards. They are restricted to colour and type, so leader skill is very restrictive

Great for early events and early questing for new players. All of these characters are excellent to use in the Potential Orb system, highly reccomended to use orbs on them. Can be bought with a "God" Dragon stone , making them the only truly named God leads.

Range of characters available for use are restricted. Can boost any color type making them a versatile leader in the game. All of these characters are Rank-S in the Potential System, it is highly reccomended to use orbs on all of them.
